It's in preparation for changing the in-game money away from the current decimal version to one where 12 coppers is 1 silver, 1 silver and 3 copper is a guinea/teldrassil, 6 silver is a "ha'gold" (6 not 5 because of the hammering process), 10 silver and 7 copper is a sovereign/warchief, and 1 gold and 11 cooper equal a new continent-wide unit called the kalimdor.

The unit names separated by "/" will be chosen based on whether it's an RP realm or not.

Yeah, that's very much clearer that way. Can't get used to the decimal values.

For any piece of intellectual property on the internet it holds a copyright. A picture, a song, a piece of software, etc. If there is none listed it is bound by this unless otherwise stated on the download location or in the source code and can change at the developers discretion.
There are many different types of licenses. The All Rights Reserved being displayed is no longer required to be listed for it to apply to the product, it is automatically assumed.
This includes the toc file/XML/Sounds/Images of the addon.

If you are wanting to release a compilation of addons follow the general guidelines for doing so.
1) Ask for permission to each author for each addon
2) Provide pictures or video for the dev to see
3) Provide details on any modifications made
4) Take sole responsibility for your compilation and it's maintenance.
5) If you do not get a response, It means permission was not granted

The fact of the matter is, people become dependent on the compilation, and the functionality it provides. Addons themselves break during patches, and many are discontinued due to various reasons. I have even known people who quit playing WoW because the compilation they used broke, the dev didn't know how to fix the separate addons that were discontinued by the original authors, and the compilation was discontinued.
I share and maintain my Compilation with my Wife and RL Friend, and probably the only people I ever will for this very same reason.

As for the localizations, they are loaded up during start up. If they are not used, they are later collected by the garbage collector and freed from memory.
So it is best to leave them for others that do not speak the addons native language and have followed a link recommending your compilation from a foreign site or forum.
